House Minority Leader Hakeem Jeffries and Senate Minority Leader Chuck Schumer announced Thursday that Virginia Gov. Abigail Spanberger will deliver the Democratic Party's official response to President Trump's State of the Union address on February 24. Sen. Alex Padilla of California will deliver a Spanish-language response immediately following Spanberger's remarks.
Spanberger, 46, is a former undercover CIA officer who served three terms in the U.S. House of Representatives (2019–2025), becoming the first Democrat in 50 years to win Virginia's 7th Congressional District in 2018. In November 2025, she won the Virginia governorship by over 15 percentage points over Republican Lt. Gov. Winsome Earle-Sears — the largest margin for a Democratic gubernatorial candidate in Virginia in six decades — becoming the state's first female governor.
Jeffries selected Spanberger in part because her campaign focused on affordability and lowering costs, messaging Democrats hope to replicate in the 2026 midterm elections. Spanberger issued a statement framing the moment as one of rising costs and community instability. Since taking office, she has signed executive orders reversing several actions of her Republican predecessor, including ending a cooperation agreement between Virginia state authorities and ICE.
Sen. Padilla, California's first Latino U.S. senator and son of Mexican immigrants, gained national attention after being detained by federal agents during a press conference with DHS Secretary Kristi Noem. Democrats described both speakers as contrasts to the Trump administration's policies. A number of Democrats have announced plans to skip the address in favor of an alternative rally.
