On Thursday, February 12, 2026, the CIA released a 95-second Mandarin-language recruitment video on YouTube depicting a fictional mid-level People's Liberation Army officer who becomes disillusioned with military leadership and decides to contact the CIA. The video shows the officer observing what he perceives as corrupt leaders protecting self-interest, watching qualified officers being removed, and ultimately accessing a CIA contact page from a parked car. The video concludes with instructions on securely contacting the agency via Tor.
This is the CIA's fifth Mandarin-language recruitment video since October 2024, part of a campaign CIA Director John Ratcliffe describes as targeting China, the agency's "top intelligence priority." The CIA stated previous videos "reached millions of people and inspired new sources," though they declined to provide specific metrics. YouTube is blocked in China but accessible via VPN.
The video's release comes shortly after China announced investigations into General Zhang Youxia (Xi Jinping's highest-ranking military deputy and vice chairman of the Central Military Commission) and another CMC member, Liu Zhenli, in January 2026. Since 2023, Xi has removed over 60 top officers and defense executives in what's described as an anti-corruption campaign. The Central Military Commission now has only two members: Xi and the head of military investigations.
China's Foreign Ministry spokesperson Lin Jian responded Friday that China will take "all necessary measures" against foreign espionage and safeguard national sovereignty. The CIA's intelligence network in China was previously decimated between 2010-2012 when China killed or imprisoned between 18-30 sources, according to various reports.
